What is it?

According to the Federal Law "On Environmental Protection" from 10.01.2002 № 7 - FL , Art. 1, norms of permissible discharges of substances and microorganisms - standards that are set for the subjects of business and other activities in accordance with the indicators of the mass of chemicals and microorganisms that are allowed to enter the environment from the fixed, mobile and other sources at a steady state and taking into account the technological standards and under which provided environmental quality standards.

According to the article. 1923 Federal Law "On Environmental Protection" standards of permissible discharges of substances are established for a variety of sources of environmental impact business entities based on the norms of permissible anthropogenic load on the environment, environmental quality standards (including maximum permissible concentrations of chemical substances ), as well as technological standards. According to the article. 22. Section 2 standards of permissible impact on the environment must ensure compliance with environmental quality standards taking into account the natural features of the territories and waters.

Water quality standards water bodies include:

  • general requirements for the composition and properties of surface water for different uses;
  • list of maximum permissible concentration (MPC) of the substances in water, drinking water facilities and domestic water use;

According to the Decree of the Government of the Russian Federation 23.07.2007g. № 469 "On the order of approval of standards for allowable discharges of substances and microorganisms in the water bodies for water users' standards of allowable discharges of substances and microorganisms in the water bodies for water users are approved by the Federal Agency for Water Resources in coordination with the Federal Service for Hydrometeorology and Environmental Monitoring, Federal Service for Supervision Rights Protection and Human Welfare, the Federal Agency for Fisheries and the Federal Service for Ecological, Technological and Nuclear Supervision. According to paragraph 12, the methodology of developing standards for allowable discharges of substances and microorganisms in the water bodies for water users (approved by Order of Russian Ministry № 333 of December 17, 2007.) Amount of VAT are developed and approved for the current and projected water user organizations. Article 8.13. Violation of the rules of protection of water bodies

1. Violation of water protection regime in catchments of water bodies, which can cause contamination of these items or other harmful effects - is punishable by an administrative fine on citizens in the amount of five hundred to one thousand rubles for officials - from one thousand to two thousand rubles for legal entities - from ten thousand to twenty thousand.
2. Failure or delay in performance of duties to bring the water bodies and their protection zones and coastal strips in a condition suitable for use - results in imposing administrative fine on citizens in the amount of one thousand to one thousand five hundred rubles for officials - from two thousand to three thousand rubles for individuals engaged in entrepreneurial activities without forming a legal entity - from two thousand to three thousand rubles or administrative suspension of activity for up to ninety days, and on legal entities - from twenty thousand to thirty thousand rubles or administrative suspension of activity for up to ninety days.
4. Violation of requirements for protection of water bodies, which can lead to pollution, contamination, and (or) attrition - punishable by an administrative fine on citizens in the amount of one thousand five hundred to two thousand rubles and on officials - from three thousand to four thousand; for legal entities - from thirty thousand to forty thousand.

Article 8.14. Violation of the rules of water use

Violation of the rules of water use in water intake, without water withdrawals and wastewater discharges into water bodies - is punishable by an administrative fine on citizens in the amount of five hundred to one thousand rubles for officials - from one thousand five hundred to two thousand rubles for individuals involved in entrepreneurial activities without forming a legal entity - from one thousand five hundred to two thousand rubles or administrative suspension of activity for up to ninety days, and on legal entities - from ten thousand to twenty thousand rubles or administrative suspension of activity for up to ninety days.

Also, in the absence of your organization project of VAT, the fee for discharge into water bodies will be charged with a 25-fold step-up ratio.
